QUEENS, NY — Queens Borough President Donovan Richards Jr. will hold a hybrid Public Hearing on Land Use. The hearing will be held in person at Queens Borough Hall (120-55 Queens Boulevard in Kew Gardens), with members of the public also able to testify virtually. In addition, the hearing will be streamed live at www.queensbp.org.

The agenda includes:

Items 1, 2 and 3 are related:

  1. Application submitted by AAGS Holdings LLC for an amendment of the Zoning Map by changing from an M1-5/R9 District to an M1-6/R9 District property bounded by Queens Plaza South, 24th Street, 42nd Road, and 23rd Street. (ULURP #210317 ZMQ)
  • Application submitted by AAGS Holdings LLC for a zoning text amendment to designate the Project Area as a Mandatory Inclusionary Housing (“MIH”) area. (ULURP #N210318 ZRQ)
  • Application submitted by AAGS Holdings LLC for the grant of a special permit to modify the distance between buildings requirements of Section 23-711 (Standard minimum distance between buildings), and the street wall location requirements of Section 117-531 (Street wall location), to facilitate a 22- story enlargement of an existing 4-story building on property located at 23-10 Queens Plaza South (Block 425, Lots 1 & 5), in an M1-6/R9 District, within the Special Long Island City Mixed Use District (Queens Plaza Subdistrict). Location for Items 1, 2, and 3 is in Long Island City within Queens Community Board District 2.

  • Application submitted by Tire Heaven, LLC for an amendment of the Zoning Map a.) eliminating from within an existing R3-2 District a C1-3 District bounded by South Conduit Avenue, 139th Avenue, 246th Street, a line 335 feet northeasterly of Francis Lewis Boulevard, a line 100 feet northwesterly of 246th Street, a line 85 feet northeasterly of Francis Lewis Boulevard, and 245th Street; and b.) establishing within an existing R3-2 District a C2-3 District bounded by South Conduit Avenue, 139th Avenue, 246th Street, a line 335 feet northeasterly of Francis Lewis Boulevard, a line 100 feet northwesterly of 246th Street, a line 85 feet northeasterly of Francis Lewis Boulevard, and 245th Street. Location is in Rosedale within Community Board District 13.

Those who wish to testify virtually must register in advance by visiting www.queensbp.org/landuse and submitting their contact information. Each registrant will receive a confirmation e-mail with instructions on how to participate in the virtual public hearing.

Speaking time can also be arranged by calling (718) 286-3000 between 9:00 a.m. to 5:00 p.m. prior to the date of the hearing. Members of the public may also attend the hearing Queens Borough Hall and testify in person.

If you wish to testify virtually, you must identify yourself before you speak, keep your camera on during your testimony, display your name accurately on Zoom and state your name for the record; otherwise, you might not be permitted to testify absent prior approval from the Queens Borough President’s Office. Written testimony is welcome from those unable to testify live. All written testimony must be received by 5:00 p.m. on Thursday, January 12, 2023, and may be submitted by e-mail to [email protected] or by conventional mail sent to the Office of the Queens Borough President at 120-55 Queens Boulevard – Room 226, Kew Gardens, NY 114244.
