QUEENS, NY – Queens Borough President Donovan Richards Jr. will hold a hybrid Public Hearing on Land Use. The hearing will be held in person at Queens Borough Hall (120-55 Queens Boulevard in Kew Gardens), with members of the public also able to testify virtually. In addition, the hearing will be streamed live at www.queensbp.org.

  1. An application submitted by the NYC Department of City Planning for a citywide zoning text amendment to support economic growth and resiliency in New York City. This text amendment would facilitate the repurposing of existing nonresidential space by providing businesses with additional zoning flexibility to locate and expand. The proposed zoning text amendment would apply to all 59 of the city’s Community Districts. (ULURP #N240010 ZRY)
  • An application submitted by the NYC Department of City Planning for a citywide zoning text amendment to add new Manufacturing (M) district options to the City’s Zoning Resolution. These new zoning tools remove impediments to business location and growth within M Districts by providing a wider range of available densities than the current M districts allow, updated bulk regulations that enabling more loft-like physical typologies, and right-sizing parking/loading regs. Those who wish to testify virtually must register in advance by visiting http://www.queensbp.org/landuse and submitting their contact information. Each registrant will receive a confirmation e-mail with instructions on how to participate in the virtual public hearing.

Members of the public may also attend the hearing Queens Borough Hall and testify in person. Due to time and space constraints, constituents who wish to testify in person are also asked to pre-register for this hearing at http://www.queensbp.org/landuse, and to do so no later than 5pm on January 11, 2024. Those who do not pre-register can still testify in-person, but may need to wait longer for their turn to speak.

Speaking time can also be arranged by calling (718) 286-3000 between 9:00 a.m. to 5:00 p.m. prior to the date of the hearing.

Each person will have two (2) minutes to testify and may not go over.

If you are testifying virtually you must identify yourself before you speak, keep your camera on during your testimony, display your name accurately on Zoom and state your name for the record; otherwise, you might not be permitted to testify absent prior approval from the Queens Borough President’s Office. Written testimony is welcome from those unable to testify live. All written testimony must be received by 5:00 p.m. on Thursday, January 11, 2024 and may be submitted by e-mail to [email protected] or by conventional mail sent to the Office of the Queens Borough President at 120-55 Queens Boulevard – Room 226, Kew Gardens, NY 114244.
